Three related initiatives to improve the quality <strong>of</strong> the hinterland access regime can be<br />
identified: market intelligence, promoting containers on barge and the rail accessibility <strong>of</strong> the<br />
port.<br />
Market intelligence<br />
<strong>The</strong> market intelligence in the LMPC is seriously underdeveloped, due to amongst others<br />
competition between the port authorities and absence <strong>of</strong> an effective private sector<br />
organization. Insights in origin-destination patterns <strong>of</strong> transport flows and strengths and<br />
weaknesses <strong>of</strong> the LMPC compared to competing ports are lacking. Neither the port<br />
authorities, nor any other organization in the cluster had developed market intelligence to<br />
identify potential customers and map their service preferences.<br />
Recently, a coalition with the name ‘maritime cluster initiative’ has been set up to improve<br />
the market intelligence in the cluster. Partners in this coalition are Metrovision, the five port<br />
authorities, the university <strong>of</strong> New Orleans, the Public Belt Railroad, the pilot associations,<br />
the Board <strong>of</strong> Trade, the Mississippi River Maritime Association, the Steamship Association,<br />
the state <strong>of</strong> Louisiana, and the Millennium Port Authority. This coalition has been initiated by<br />
two CEO’s <strong>of</strong> leader firms in the New Orleans region (Central Gulf Lines and Bollinger<br />
Industries). Metrovision provides ‘support infrastructure’ for the initiative. <strong>The</strong> various<br />
partners have agreed to invest in total 600,000 US dollars in the project. After the initial<br />
phase structural resources should be attracted 88 . <strong>The</strong> coalition is the first <strong>of</strong> its kind to<br />
address strategic issues for the LMPC. <strong>The</strong> project is in its infancy but is an important step<br />
towards a more effective hinterland access regime.<br />
