The population <strong>of</strong> interest were 1364 employees from <strong>the</strong> Management and Pr<strong>of</strong>essional Group
(MPG) <strong>of</strong> 98 local authorities in <strong>the</strong> Malaysian Local Government. MPG in <strong>the</strong> context <strong>of</strong> <strong>the</strong>
Malaysian public sector refers to middle level managers involved in policy making. Middle level
managers <strong>of</strong> this kind have been identified as playing a key role in <strong>the</strong> organisational knowledge
creation process enabling <strong>the</strong>m to become future leaders (Nonaka & Takeuchi 1995).
4.2 Sample
Stratified random sampling techniques were used across <strong>the</strong>se 98 local authorities in <strong>the</strong> Malaysian
Local Government and <strong>the</strong> sampling frame comprised 1000 staff using postal surveys between March
and August 2010.
Completed questionnaires were returned by 310 subjects, representing an overall response rate <strong>of</strong>
31%. Of <strong>the</strong>se, 255 (82%) were classified as a typical group, 19 (6%) were classified as novice
group, and 36 (12%) were classified as experts. The novice group <strong>of</strong> managers comprised employees
with an average <strong>of</strong> 4 years <strong>of</strong> working experience, whereas <strong>the</strong> typical group <strong>of</strong> managers comprised
employees whose experience ranged from 11 – 34 years, and averaged 19 years.
4.3 Measures
Tacit knowledge – Wagner and Sternberg’s (1985) Tacit Knowledge Inventory for Managers (TKIM)
was administered to all subjects in order to determine <strong>the</strong>ir levels <strong>of</strong> managerial tacit knowledge.
