2.4 Rights transfer

The rights have been fully transmitted: <strong>the</strong> right to <strong>the</strong> patent and <strong>the</strong> IP rights deriving from owning
<strong>the</strong> patent, through exclusive licensing.
In addition to <strong>the</strong> granted patent, one has negotiated that <strong>the</strong> patent holder should provide o<strong>the</strong>r
technical information as well, such as information and/ or technical knowledge required to attain a
certain level <strong>of</strong> performance, alone or associated with:
know-how;
formulas, recipes, technical conditions and dates;
work instructions;
technical assistance;
education aimed at executive personnel qualification;
technological capacities.
3. Technology transfer – case study
In this study, we decided to analyze <strong>the</strong> importance <strong>of</strong> knowledge creation and transfer, and
especially if finally presents such advantages that overcome by far <strong>the</strong> costs and <strong>the</strong> efforts involved.
3.1 Background-entry data
The technology transfers have been carried out between: a research institute, specialised in
electrochemistry and having among its main activities <strong>the</strong> denocivization and treatment <strong>of</strong> hasardous
and non-hasardous waste and an association <strong>of</strong> 3 economic agents, working in <strong>the</strong> fields <strong>of</strong>
manufacturing <strong>of</strong> special concrete bricks, chemical products packaging and galvanization.
The research institute is <strong>the</strong> author <strong>of</strong> <strong>the</strong> transferred technologies, that address to <strong>the</strong> internal market
and were elaborated and perfectioned due to <strong>the</strong> funds provided by Romanian R&D programes.
From <strong>the</strong> beginning, <strong>the</strong> target groups for <strong>the</strong> elaborated technologies were thought those activating in
<strong>the</strong> electric, electrotechnical, electronic, chemical and electrochemical industries, considered as
significant envirnomental pollutants.
Until making <strong>the</strong> technology transfers from <strong>the</strong> research institute, <strong>the</strong> companies were highly poluting
<strong>the</strong> environment with <strong>the</strong> resulted wastes <strong>of</strong> <strong>the</strong>ir production activities, namely <strong>the</strong> diluted liquid waste
with heavy metal ions content (copper and silver), galvanic slums and solid waste with high contents
<strong>of</strong> copper.
The technologies transferred refer to:
recovery from solid and liquid waste <strong>of</strong> some relatively expensive and limited as natural resource
materials (copper and silver), as well as
turning into hazardous waste <strong>of</strong> <strong>the</strong> galvanic sludge resulted from specific industrial activities.
Toge<strong>the</strong>r with <strong>the</strong> technologies that were transferred, four corresponding installations were set up as
well, that allowed both a correlated and an independent functioning <strong>of</strong> <strong>the</strong> four technologies. After <strong>the</strong>
installations became functional, checking <strong>the</strong> operational parameters as well, <strong>the</strong> „zero” series,
according to <strong>the</strong> transferred technologies, followed.
In order to assess <strong>the</strong> impact that <strong>the</strong> technologies implementation would have on environment, an
environmental impact study was made. The measured global pollution index (GPI) had a value
ranging between 1 and 2, meaning that „<strong>the</strong> setting-up <strong>of</strong> <strong>the</strong> proposed objective will affect <strong>the</strong>
environment within acceptable limits”. The conclusion <strong>of</strong> <strong>the</strong> carried-out study was that <strong>the</strong> possibility
<strong>of</strong> affecting <strong>the</strong> environmental factors and population health because <strong>of</strong> applying <strong>the</strong> four technologies
was reduced, even negligible. So, <strong>the</strong> negative effects upon environment are minor, while as <strong>the</strong>
positive effects (reflected in low operational costs and a large range <strong>of</strong> utilization possibilities <strong>of</strong> <strong>the</strong>
transferred technologies) are considerable.
The transferred technologies are briefly presented below.
