ICT and PA: A Marriage Made in Heaven? Maria Concetta De Vivo, Alberto Polzonetti and Pietro Tapanelli University of Camerino, Italy concetta.devivo@unicam.it alberto.polzonetti@unicam.it pietro.tapanelli@unicam.it Abstract: In the European context, Italian legislation bodies have intervened on several occasions and time and time again through regulatory interventions aimed at regulating the use of ICT both in the Public Administration and the private sector. The aim of this work is to ascertain why the most advanced regulations and most widespread technologies alone cannot manage to bridge the current and verifiable gap between Public Administration and Information Communication Technologies. We will firstly address the evolution of the legislation and make particular reference to the Italian situation as well as analyse the European funding programmes for implementing ICT in the PA and we will then study the factors preventing ICT’s real, successful penetration in the public structure and the role of digital culture. For the authors, the lack of an adequate digital culture for both old and new generations of digital citizens is the real reason for the current gap between ICT and the PA. Young citizens - Strength: they are included within the definition of digital natives. Using technologies to communicate-exchange-share comes naturally to them. Weakness: they lack adequate digital education to get the most out of the tools at their disposal. Result: complete immaturity in the knowledge of their own rights and especially their own duties. The old generation of digital citizens - Strength: population of seniors who are fundamentally curious and conscious of ICT news, especially in relation to the PA; confident in a support essential to simplifying their existence. Weakness: a) distrust often born of false information about new ICT tools for their benefit; b) incompatibility and incommunicability between information systems from various Public Administrations; c) citizen interoperability procedures/PA sometimes still too confusing or unclear and characterised by haphazard development, with areas (and offices and/or local administrations) that are extremely developed alternated with areas that have remained behind. During this analysis we cannot forget the concept of broadband internet access as synonymous with fast access to the network. The possibility of use facilitated by a 2.0 internet structure for the citizen. Broadband internet access as a citizen’s right. European and national overview. The difference between the idea of broadband internet access as a citizen’s right in Italy and other European countries will also be explored: in Switzerland (in 2008), in Finland (in 2010, each of the approximately 5 million Finns will have the right to a minimum speed connection of 1Mbps and broadband, currently in a transitional period, that should reach 100 Mbps by 2015); in Spain (in 2011). In Italy: Professor Rodotà recently spoke of this, in an intentionally defiant tone, so as to unofficially push for a solution to the problem. In fact, our legal system already guarantees the right to Internet in article 3 of the Italian Constitution. In conclusion, the characteristics of service providers will be examined as well the reasons for not having an open standardisation for internet access as yet another phenomenon to negatively influence the ICT and Public Administration relationship. Introduction: How the European Union try to develop ICT The impact of ICT on various aspects of modern society, including the particularly delicate issue of data handling, is undergoing a period of considerable fermentation. One need only consider the now well-established, although ongoing, internet revolution which has made the wide-scale distribution of numerous services for both consumers and businesses possible; in particular, it is important to highlight how local government services play an increasingly key part in establishing the role of citizens in the new information society. In March 2000 the European Council outlined a “strategic plan for the new decade: the creation of the information society”, demonstrating the EU’s decisive recognition of the main goals for creating a socalled economy of knowledge, in order to become a leading power in the age of globalisation in which knowledge has become an indisputably important economic resource. In fact, as has been frequently stated, sustainable development depends on knowledge infrastructures which, in the digital age, have become the real essential requirements for the recovery of the European economy. The value of information is only rarely limited to the subject by which it is produced, making it essential to reflect on the rules governing the production of information and its subsequent handling, in order to make its data contents more reliable and easier to use. In particular, ICT is causing an ever greater gap between the production phase or the original source of information and the end user or access phase: this has resulted in an exceptional expansion of the range of tools available to those 119
