Strategy Statement<br />
By June <strong>2009</strong>, the Department of Educational Support Services will<br />
assist districts to reach their goals of improved student outcomes,<br />
through staff and curriculum development and the use of instructional<br />
technology. The foundation of all ESS activities will be the New York<br />
State Learning Standards and research-based best practices that support<br />
academic, social and emotional growth of all students. ESS activities will<br />
be aligned to ensure that services integrate seamlessly and reinforce<br />
common outcomes and strategies.<br />

development activities and student programs in the area of cultural<br />
