Introduction: The ES<strong>BOCES</strong> Journey<br />

“A Decade of <strong>Plan</strong>ned Achievement”<br />

In 1998, the Board of <strong>Eastern</strong> <strong>Suffolk</strong> <strong>BOCES</strong> embarked on an unprecedented journey that was destined to lead our<br />

agency into a new millennium of change and improvement. Now in the <strong>2008</strong>-09 year we are completing our decade of<br />

growth and achievement. For those of us who have traveled the strategic planning path initiated by a forward-thinking<br />

Board, this document represents past challenges overcome and future visions to be realized. For those readers who<br />

have remained at the periphery of this initiative, or for whom this is their first introduction, this document stands as a<br />

testament to the power of community effort guided by strong leadership. Within its pages, the reader will find an<br />

exposition of how our agency enacts its vision:<br />

Educational Services That Transform Lives<br />

The “ES<strong>BOCES</strong> Journey” is a story about “where we’re going and how we’re going to get there.” The destination of our<br />

ES<strong>BOCES</strong> journey is summarized in our Agency Mission Statement and the Missions of our various service<br />

areas. Our Journey’s itinerary is specified through a set of twelve Agency Goals that have been established to frame<br />

our work. In the following pages, you will learn that our first and most important goal is to assure that all students in our<br />

regional area meet or exceed high standards. In order to reach this ultimate destination, the <strong>Eastern</strong> <strong>Suffolk</strong> <strong>BOCES</strong><br />

community has established eleven additional goals seen as necessary correlates to achieving that primary goal, including:<br />

promotion of staff development, operational efficiency, use of technology, public information and internal communications;<br />

practice of quality management principles and strategic planning; availability of programs and safe, sufficient program<br />

space; and enhancement of staff recruitment/retention and capacity for research and development.<br />

Staff effort and commitment is the vehicle that takes us on our journey. Through outstanding classroom and<br />

leadership practices, cutting edge instructional and management practices, and excellent governance, our <strong>BOCES</strong> family<br />

exhibits dedication and service that is unsurpassed by any organization, public or private, educational or other. Without a<br />

doubt, those who have chosen to make the ES<strong>BOCES</strong> journey have special qualities fueled by an agency climate and<br />

practices that are described by our Agency Beliefs and circumscribed by our Agency Parameters.<br />

Finally, this document will lead you along the path of our journey through a roadmap of action plans and<br />

performance objectives. This <strong>2008</strong> Edition of the <strong>Strategic</strong> <strong>Plan</strong> provides a comprehensive review of our progress to<br />

date through a listing of completed action plans and milestones met during the implementation of ongoing plans. In terms<br />

of the journey, the completed action plans and milestones can be considered landmarks that we've passed on the<br />

way to our destination.<br />
