It is the good luck to be born in America.By all me<strong>an</strong>s let us spread the good luck around. <strong>The</strong> luck consisting <strong>of</strong> reasonablyhonest courts <strong>an</strong>d reasonably secure property rights <strong>an</strong>d reasonablynonextractive governments <strong>an</strong>d reasonably effective educational systems,<strong>an</strong>d a reasonably long time <strong>for</strong> the reasonably good ideas to do their work.Growth has little to do with <strong>for</strong>eign aid or <strong>for</strong>eign investment or <strong>for</strong>eigntrade. It is mainly domestic.<strong>The</strong> Jap<strong>an</strong>ese have a similar problem <strong>of</strong> stuff. Steve Bailey tells how hefurnished his house in Osaka when he was teaching there by collecting gomi,“oversized household junk,” that the Jap<strong>an</strong>ese would leave on the street <strong>for</strong>collection every month. I me<strong>an</strong> full furnishings: “refrigerators, gas rings,st<strong>an</strong>d-up mirror, color television, VCR, chairs, bookshelf, corner couch, <strong>an</strong>da beautiful cherrywood table.” 10 <strong>The</strong> shameless <strong>for</strong>eigners, the gaijin, competedwith low-status Jap<strong>an</strong>ese junk men in raiding the gomi piles. <strong>The</strong> reasonthis happens in Jap<strong>an</strong>, Bailey explains, is the small size <strong>of</strong> the houses <strong>an</strong>dthe S variable taboo on getting or giving second-h<strong>an</strong>d furniture.<strong>The</strong> reason it happens in the United States is that same winner’s curse Imentioned earlier, in the <strong>for</strong>m <strong>of</strong> a consumer’s curse. (Look at that tradename <strong>for</strong> its m<strong>an</strong>ipulative power, by the way). So we <strong>of</strong>ten buy things that turnout to be not worth the price. When we mistake in the other direction we donot buy, <strong>an</strong>d wait <strong>for</strong> the dust removers to come down in price. <strong>The</strong> occasions<strong>of</strong> optimism mount up, <strong>an</strong>d the stuff piles up in the garage, since there is nopoint in throwing away the stuff if you have the room—<strong>an</strong>d Americ<strong>an</strong>s havethe room. Being rich in electrostatic dust removers <strong>an</strong>d the like is not sinful.It does not unjustly take from the poor. It is not always a sign <strong>of</strong> intemper<strong>an</strong>ce.It is merely a sign <strong>of</strong> capitalism’s very great <strong>an</strong>d productive prudence.Yet everyone thinks that the great consumption at least “keeps the economygoing.” Even the clerical critic <strong>of</strong> spending will acknowledge, knowingly,
