The tacticalapproach presented in the traffic managementplan depends on what commandcenters are planned. A transportation managementcenter (TMC) allows for the automationof several traffic surveillance andcontrol tasks. Agencies dispatching a mobilecommand post on the day-of-event maytake responsibility of developing a trafficmanagement plan for the road system segmentwithin their jurisdiction. In turn, theagency: (1) coordinates critical elements ofthe plan (e.g., freeway to street connections)with other pertinent stakeholders duringevent planning team meetings, (2) formallydistributes the plan during the implementationactivities phase, and (3) staffs a supervisorat an interagency command post on theday-of-event. Therefore, for a singleplanned special event, the traffic managementplan may include one plan developedby an interagency event planning team or aseries of plans specific to each affected6-4
