Transportation planners mayadminister a permit application for a localplanned special event.• Event organizers initiate the event operationsplanning phase by notifyingstakeholders, through a written requestto public agencies or the submission ofan event permit application, and assemblingan event planning team. The eventorganizer governs the logistics of theplanned special event.
