Risk AssessmentBased on the type and purpose of a <strong>planned</strong><strong>special</strong> event, there exists potential scenarioswhere event patron or non-attendee behaviormay cause overcrowded conditions in thevicinity of an event venue and/or create un<strong>planned</strong>road closures.
