Infact, the transport of dignitaries represents aplanned special event in itself, regardless oftravel purpose. Dignitaries may not announcea visit until the last minute, well afterthe event planning team finalizes theevent traffic management plan. Also, nonsecuritypersonnel, including transportationagency officials, may not receive informationon the actual dignitary arrival time ormotorcade travel route until a short time beforethe motorcade commences travel.
