A section on programplanning for local planned specialevents in Chapter 4 provides completeand in-depth coverage on developing apermit program applicable to regional/multi-venueevents and otherplanned special event categories, notablycontinuous events and street use events.• Funding represents a key public agencyconsideration for regional/multi-venueevents in the program planning phase.o Commercial events may involveevent organizers and participantsfrom outside the community hostingthe event.o Prior to initiating event operationsplanning activities for a specific regional/multi-venueevent, stakeholdersshould establish a fundingmechanism for recovering costs incurredin providing services duringthe event operations planning phaseand resources on the day-of-event.o Funding often represents a requirementof a comprehensive plannedspecial event permit program.14-10
CHAPTER FIFTEENRURAL EVENT15OVERVIEWPURPOSEFigure 15-1Rural Event: U.S. Open Championship in Southampton, NYIn order to assist the user in planning for aparticular planned special event, this chapterdescribes an advance planning and travelmanagement process and considerationsspecific to a rural event. It summarizes recommendedpolicies, guidelines, procedures,and resource applications that were previouslydiscussed in the first ten chapters ofthis technical reference. This chapter presentsthese guidelines and procedures in tables,flowcharts, and checklists that can befollowed to help guide the user through allthe stages of a planned special event of thiscategory for a particular locale. AlthoughChapter 3 presents all the steps necessary tomanage travel for a planned special event,this chapter provides a roadmap to helpguide the user through all five phases ofmanaging travel for planned special events,identifying issues, analysis, and productsapplicable to rural events.
