Program planning for street use events includeactivities, as summarized in Table 13-6, on both a regional and local level. Some distinguishing considerations of thisevent category during the program planningphase include:• A regional transportation committee onplanned special events considers theplanning and resource requirements ofstreet use events in connection withmanaging all planned special events in aregion. A primary committee focus concernsfacilitating interagency coordinationand collaboration. For instance, atask force may exist for a specific largescale, recurring street use event thatworks throughout the year to integratepast event successes and lessons learnedinto future event planning.• Two or more stakeholders, representingmultiple jurisdictions and/or disciplines, may establish a joint operations policyfor managing travel for all planned specialevents in a region.• Stakeholders may develop a standardroute for all street use events of a certaintype (e.g., parades, street races, etc.) thatoccur within a region or jurisdiction inorder to create a more efficient event operationsplanning process for futurestreet use events.• Because street use events occur infrequentlyand on the roadway system, aninfrastructure needs assessment on theprogram planning level should focus onequipment and technology applicationstransferable to managing all plannedspecial events in a region and/or day-todaytransportation system operations.PRODUCTInstitutionalframeworksPolicies andregulationsInfrastructuredeploymentTable 13-6Program Planning Activities for Street Use EventsTOPICPAGENO.• Creation of a regional transportation committee on planned special events (e.g., 2-15oversight team).4-25-3• Development of a formal planned special event permit program. 4-10• Creation of a transportation operations task force for a recurring street use event. 5-3• Development of a joint operations policy. 5-15• Traffic and parking restrictions. 5-10• Standard street use event routes. 5-15• Public-private towing agreements. 5-16• Planned alternate route for diverting background traffic around a venue. 6-40• Portable traffic management system. 6-56• Express, charter or shuttle bus service. 6-327-117-12• Telephone information systems. 7-17• Public information campaign. 7-1913-10
