Victorian Government commentsIn October 2006, following further consultation with Victoria’s Indigenouscommunity, the Victorian Government released the final Victorian IndigenousAffairs Framework (VIAF). 1 The VIAF comprises four elements, which aredesigned to achieve the Government’s overarching goal to raise life expectancyand quality of life for Indigenous Victorians.1. Principles for ReformThe VIAF Principles for Reform guide practice and implementation. Theydescribe the spirit in which government departments will work together and withIndigenous communities, and include government coordination principles andgovernment-community partnership principles.2. Strategic Policy FrameworkThe VIAF Strategic Policy Framework sets in place the goal, priority outcomesand Victorian strategic areas for action. Focused effort on the strategic areas foraction in the short to medium term will lay the ground work for achievingsustainable, long term improvements in the three priority outcomes:• safe, healthy and supportive family environments with strong communitiesand cultural identity• positive child development and prevention of violence, crime and self-harm• improved wealth creation and economic sustainability for individuals, familiesand communities.The three priority outcomes mirror the Overcoming Indigenous Disadvantageframework outcomes and link to the Overcoming Indigenous Disadvantageheadline indictors to guide effort over the longer term.3. Performance FrameworkThe VIAF Performance Framework commits the Victorian Government toachieve improvements against a series of strategic change indicators, which havebeen selected as markers of progress towards the longer term objective ofreducing Indigenous disadvantage.
