2 The frameworkThe first two sections of this chapter describe the underpinnings and the structure ofthe Report’s framework. Knowing how the framework has been constructed isfundamental to understanding how it can assist governments; and fundamental alsoin making the Report meaningful to Indigenous people.Section 2.3 provides feedback from the consultations that were conducted followingthe release of the 2005 Report. These consultations were generally supportive of theapproach taken, although a range of suggestions were made for improvingindicators. Indigenous people made many comments about the Report’s approach tocultural issues. In section 2.4, the cultural indicators are explained, against thebackdrop of suggestions received from Indigenous people during consultations.2.1 The underpinningsThe Council of Australian Governments (COAG) has been clear in its direction thatthis Report must help inform policy development within jurisdictions. Reports aboutthe performance of governments generally focus on the delivery of services; forexample, whether they were on time and on budget. As a rule, such reports areagency focused — education is reported by departments of education, health byhealth departments — and so on.While information on the delivery of outputs is valuable, this Report doessomething different. The Report framework emphasises the importance ofinteraction — between sectors and between governments, and with Indigenouspeople themselves — in achieving good outcomes. Improvements in the wellbeingof Indigenous Australians will require the involvement of more than onegovernment agency, and will need action on a whole-of-government basis.The indicator framework is depicted in figure 2.2.1.
