framstår som långtifrån självklart att deltidssjukskrivning skulle vara ett<br />
väsentligt bidrag till lösningen på sjukskrivningsproblematiken.<br />
Försäkringsadministrationens effektivitet har betydelse för de stora<br />
regionala skillnaderna. Detta bekräftas av erfarenheterna i Finland och<br />
Tyskland där försäkringsadministrationen arbetar på ett strukturerat sätt<br />
med arbetsgivare, företagshälsovård respektive hälso- och sjukvård.<br />
Trots det kraftigt ökade intresset för forskning kring sjukfrånvaro och<br />
ett relativt stort antal publikationer inom området finns flera viktiga aspekter<br />
som inte belysts tillräckligt. Det gäller bland annat frågan om hur sambanden<br />
mellan olika aspekter på hälsa, sjuklighet och sjukfrånvaro ser ut.<br />
En viktig fråga är om ökningen av alkoholkonsumtionen har påverkat eller<br />
kommer att påverka <strong>sjukfrånvaron</strong>. Ytterligare en fråga är hur villkoren<br />
kring de olika delarna av socialförsäkringen påverkar hur många som är<br />
sjukskrivna. Lika viktigt är att följa upp och utvärdera den stora mängden<br />
åtgärder som nyligen satts in för att minska <strong>sjukfrånvaron</strong>. Det är viktigt<br />
att analysera vilka av dessa åtgärder som varit effektiva. För att belysa<br />
dessa frågor och andra är avsikten att inom ramen för SAFIR-samarbetet<br />
publicera ytterligare minst en kunskapsbaserad antologi kring sjukfrånvaro.<br />
<strong>Den</strong> planeras utkomma våren 2005.<br />

The number of days when either people received sickness benefit or were<br />
on permanent disability pension from the workforce during the period<br />
2000-2003 was equivalent to 14 per cent of all those in the 20-64 age<br />
group. The total cost to the state in 2003 was about SEK 110 billion (EUR<br />
11.9 billion), an increase of nearly 50 per cent in four years.<br />
In 2003, the number of people on disability pension went beyond half a<br />
million for the first time and is expected to continue to rise dramatically<br />
over the next few years. Those transferring to disability pension from the<br />
sickness insurance system are getting younger and younger – and the rate is<br />
increasing more among women than among men.<br />
This anthology has been compiled by a working group from the<br />
National Institute of Working Life, the National Institute of Public Health,<br />
the Institute of Psychosocial Medicine and the National Social Insurance<br />
Board – known as SAFIR for short – in order to perform a knowledge<br />
inventory as to the causes of sickness absence and to present new research<br />
findings and analyses. The cooperation project is a spin-off from research<br />
efforts in previous government commissions.<br />
In general, the health of the Swedish population has not deteriorated at<br />
all in recent decades and neither has there been any radical decline in the<br />
last few years. On the contrary, all the indicators point to an improvement<br />
in the health of the working population apart from among low-skilled<br />
women. The clearest trend is towards longer life expectancy, which is due<br />
to better conditions during childhood and adolescence, less smoking, better<br />
eating habits in the adult population and improvements in medical technology.<br />
The percentage of women who felt they were in a poor state of health<br />
increased, however, at the end of the 1990s. As expected, we can also see<br />
that mortality among those on long-term sick leave and disability pension<br />
is much higher than among those who have never been on long-term sick<br />
leave.<br />
Two phenomena are central to our understanding of the relationship<br />
between working life and sickness absence. One is the morbidity either<br />
directly caused by or exacerbated by working life (even if something else<br />
caused it originally) and the other is the scope for continuing to work<br />
despite one’s morbid state.
