How is a Noncitizen’s eligibility for aid
determined?
The Noncitizen’s eligibility for aid is determined
based on the documentation submitted. If the
verification is for an eligible immigration status,
the Noncitizen is eligible to receive aid. The
Noncitizen’s immigration status must be entered
in the Alien Type field in the Residency tab of the
Individual Attributes Summary screen.
When is an applicant identified as
“Undocumented” on LEADER?
Applicants/participants are only required to
indicate on the application forms whether they are
a “U.S. Citizen/National” or a “Noncitizen” on the
application forms. A subset “YES/NO” question
on the application forms asks if the Noncitizen is
“Sponsored.”
The County is prohibited from requiring the
applicant to state whether they or anyone in the
AU is undocumented. An applicant should only
be identified as “Undocumented” in LEADER
when they volunteer the information and have not
provided documentation of an immigration status.
When a noncitizen applicant volunteers that
he/she is undocumented, “Undocumented Alien”
should be selected in the Alien/Citizen Status drop
down box and “Undocumented” should be
selected in the Alien Type field. LEADER will fail
the individual or the entire case when all members
are Undocumented.
How is the applicant’s declaration of
“Noncitizen” status entered on LEADER?
The information must be entered in the
Alien/Citizen Status drop down box and Alien
Type field in the Individual Attributes screen. One
of the following four outcomes will result:
1. Applicant indicates on the application form that
he/she is a Noncitizen and provides
documentation of their immigration status:
• Select the place of birth in the Place of Birth
field;
