How should income be treated for RCA
cases?
Income should be treated in the same way as
for CalWORKs for determining need and
computing the assistance payment.

Exception: The sponsored citizen provisions
as it applies in the CalWORKs program must
not be applied to RCA cases.

Do Quarterly Reporting rules apply to
Refugee Cash Assistance (RCA)
participants?
Yes. RCA participants are subject to Quarterly
Reporting rules, including the submission of a
QR 7, Eligibility/Status Report, each quarter.

How are resources handled for Refugee
Cash Assistance (RCA) cases?
Existing real and personal property limitations
for CalWORKs must be followed, except the
sponsored noncitizen provisions, in the
CalWORKs program, which must not be applied
to RCA cases.
Although the resources remaining in the
applicant’s country of origin must not be
considered in determining income eligibility, the
