refugees in the United States (U.S.).

CW 69-201.1 - Trafficking
Victims
What is Trafficking?
Under section 103(8) of the Trafficking Victims
Protection Act, the term “severe forms of
trafficking in persons” means:
• Sex trafficking in which a commercial sex act
is induced by force, fraud, or coercion, or in
which the person induced to perform such
an act has not reached 18 years of age; or
• The recruitment, harboring transportation,
provision or obtaining of a person for labor
or services, through the use of force, fraud,
or coercion for the purpose of subjection to
involuntary servitude, peonage, debt
bondage, or slavery.
Are adult victims of trafficking eligible for
benefits to the same extent as refugees?
Yes. Victims of trafficking who have been
certified by the Office of Refugee and
Resettlement (ORR) under the United States
Department of Health and Human Services are
eligible to benefits and services to the same
extent as refugees, e.g., CalWORKs, Refugee
Cash Assistance (RCA), Food Stamps, etc.

Yes. Children who are under 18 years old and
who have been subjected to trafficking are
