Can applications for HA be screened out?
No. Applications for HA are not to be screened out or
withdrawn.
The request for Temporary HA must be processed by
LEADER, approved or denied, on the same day
(provided all documentation is available). If
documents are not available, but there is potential
eligibility, up to three days can be issued including
holidays and weekends. A return appointment must
be given to provide the missing documentation.
If the applicant/participant is eligible for Temporary
HA, a NOA 290-42A must be initiated while the
participant is in the District Office.
If the applicant/participant is ineligible for Temporary
HA, a NOA 290-45D must be initiated while the
participant is in the District Office.
The request for Permanent HA must be processed by
LEADER and payment issued within one workday
from receipt of all documentation.
If the participant is eligible for Permanent HA, a NOA
290-44A must be initiated.
If the participant fails to provide the necessary
documentation within three workdays from the date of
application, OR if the participant is determined
ineligible for Permanent HA, a NOA 290-45D must be
initiated.
NOTE:
Requests for HA cannot be verbally or
denied. A CW 42 must be completed for
every request (temporary, permanent,
and/or permanent homeless arrearages)
and a NOA issued to the
applicant/participant when the request for
HA is denied. NO VERBAL DENIALS.
How are Notices of Action (NOAs) and other
correspondence delivered to homeless families?
Applicants/participants who have not secured
permanent housing are to be informed that an
address for mailing their NOAs or other
correspondence is needed. This is done via the PA
