ESD will notify Central Print to pull and void the
warrant and instruct them to send the warrant to
the Auditor-Controller for cancellation.
Once the warrant is cancelled, the DR EW must
re-run EDBC for the system to issue a
supplemental to the participant. The EW must
ensure the warrant has been cancelled,
before re-running EDBC.
The DR EW must also evaluate the family’s
eligibility to homeless assistance benefits
including an exception to the once-in-a-lifetime
rule due to an uncontrollable circumstance and
Nonrecurring Special Need payments.
When is it too late to cancel the Direct Rent
check?
The Direct Rent check cannot be cancelled when
there are two or fewer calendar days remaining
before the Direct Rent payment issue date (first of
the month). This includes situations in which the
participant:
Moves within two calendar days from the Direct
Rent payment issue date; or
Moves on or after the Direct Rent payment issue
date; or
Moves more than two calendar days before the
Direct Rent payment issue date but does not
notify the district in time to cancel the check.
What action should the DR EW take when it is
too late to cancel the Direct Rent check?
When it is too late to cancel the Direct Rent check,
the participant must be informed that the payment
cannot be reissued to him/her. This is treated the
same as if the participant had paid the landlord
directly and the landlord refused to return the
money. In addition, the DR EW must:
Evaluate the family’s eligibility to homeless
assistance benefits, including an exception to
the once-in-a-lifetime rule due to an
uncontrollable circumstance and Nonrecurring
Special Need payments; and
Advise the participant to seek help from legal aid
on their tenant rights to recover the rent from the
landlord.
