The ID cards can be accepted at intake or redetermination
as a valid form of identification from individuals who have
no other acceptable form of identification, such as, a
Drivers License. The cards are state-of-the-art with
safeguards to prevent counterfeiting. The following cards
bears a photograph of the person, name, place of
birth/date of birth, address, issuance date, expiration date
and serial number:
Matricula Consular Card
Issued to residents of Mexico living abroad to prove
Mexican citizenship.
Republic of Korea Consular Identification Card
Issued to residents of Korea living abroad to prove Korean
citizenship.
Argentine Foreign Consulate Identification Card (FCIC)
Issued by the Consul General of the Argentine Republic to
residents of Argentine living abroad.
NOTE: The individual’s address on the card may differ
from his/her present address, as the Mexican
Consulate does not require reporting address
changes.

What are the principles of gathering evidence?
All evidence must be evaluated for:
• Internal consistency.
• Motives and adequacy of knowledge of the person
completing the document or making the statement.
• Quality, not quantity.
• Conflicts, inconsistency or incompleteness to
determine if there is an overwhelming amount of
evidence in support of the applicant’s eligibility.
What are the methods of gathering evidence?
The methods of gathering evidence for an eligibility
determination include:
• Assistance from the applicant and the case worker.
• Informing the applicant what evidence is needed, why
it is needed, and how it will be used.
