• The EW is to complete the RS 3 and provide
it to the applicant to submit to the contract
agency.
• The applicant has 10 days from the date of
the initial appointment to take the RS 3 to
the contract agency and return it to the EW.
• The contract agency stamps the RS 3 as
proof of the applicant’s registration with their
agency.
• The EW approves the RCA case when the
RS 3 is received which is to include the
contract agency’s stamp.
• If the RS 3 is not returned or returned
incomplete, good cause must be determined
within 10 working days by the Eligibility
Worker.
Which form must be submitted with the RS
36?
The RS 36, Employment Training Requirements
for Refugee Cash Assistance, is to be given to
the participant to read and sign, along with the
RS 3. Also, the RS 36 must be verbally
explained (translated) to the participant to
ensure that he/she understands the form. The
RS 36 provides applicants the rights and
responsibilities related to RCA.
When is a refugee assigned to the Refugee
Employment Program (REP) vs. GAIN?
A refugee participant who has been in the U.S.
less than 60 months would be assigned to REP.
If a federal waiver is granted, a refugee may
remain in REP for additional years. Generally,
a refugee participant who has been in the U.S.
more than 60 months would be enrolled in the
GAIN Welfare-to-Work program.
