U.S. citizen children born of a refugee and a
U.S. citizen are not eligible if the assistance unit
(AU) includes the U.S. citizen parent. The
refugee parent, if eligible, may receive RRP
assistance. The U.S. citizen parent and the
children, if eligible, may be aided under the
CalWORKs program.
Example: John is a U.S. citizen who married
Mary, a refugee. John and Mary
apply for RCA and include their U.S.
born child as part of the AU.
Because the child was born to a U.S.
parent, the child is not eligible to
RRP funded assistance (CalWORKs,
SSI/SSP, RCA and/or medical
assistance) and social services.
John and the child would be eligible
to the regular (non-RRP)
CalWORKs, SSI/SSP, medical
assistance and/or social services
programs. Mary would be eligible to
RRP funded assistance.
NOTE: It is the Eligibility Worker’s
responsibility to determine the
household composition.

(VOLAGs)
What are the VOLAGs’ responsibilities when
resettling refugees?
The VOLAGs’ responsibilities are to:
• Receive the refugees and their families,
• Provide shelter and food,
• Provide clothing and pocket money,
• Provide assistance in finding employment
and enrolling children in school, and
• Paying for medical costs.

What are the Eligibility Worker’s (EWs)
responsibilities when a time-eligible refugee
applies for benefits?
1. As part of the process for determining a
time-eligible refugee’s eligibility for cash
assistance, the EW sends a National
