applicants/participants required to register
for employment/training services?
All RCA applicants/participants are required to
register and participate in employment/training
services, unless determined to be exempt, as a
condition of eligibility.
See CW 69-207.3 for additional details.
Can refugees age 60 and older volunteer for
employment/educational services?
Yes. Refugees age 60 and older can volunteer
for employment/educational services. These
are considered priority cases since they are
newly-arrived individuals. The EW must
document LEADER Case Comments.
What is to be done with the RS 3A when the
REP service provider communicates to the
EW an activity/information regarding the
participant via the RS 3A?
When activity is reported to the EW by the REP
service provider via the RS 3A regarding a
participant’s activity (i.e., noncooperation/
nonparticipation in training; acceptance/refusal
of a job offer; completion of a component, etc.),
the RS 3A is to be:
• Reviewed for any action to be taken.
• Reviewed to ensure that the date the
employment/educational training began is
within 30 days of the application for RCA.
• Filed in the case record.
What documents are to be provided to the
applicant when referring the applicant for
employment/educational services?
The documents are as follows:
• The RS 36, Employment and Training
Requirements for Refugee Cash Assistance,
