eligible to RCA if they are full-time students in
an institution of higher education when:
1. Attendance is on a less than full-time basis
as part of a specific employability plan when
the training is less than one year; or
2. Attendance is on a full-time basis as part of
a specific employability plan when the
training is less than one year; or
3. The RCA participant is a professional
seeking professional refresher training/
services to practice in his/her licensed
profession provided that the training:
• Is approved as part of the employability
plan.
• Does not exceed one year.
• Is specifically intended to assist the
participant in becoming relicensed in
his/her profession.
Should the RCA participant be discontinued
if the participant changes his/her status
from part-time student status to full-time
student?
No. Refugees who are enrolled and
participating in training programs offered at an
institution of higher education on a less than
full-time basis as part of a plan developed by
GAIN or contractors are not to be denied or
discontinued when attendance in classes in the
program changes to full-time status.
Is an employed Refugee Cash Assistance
(RCA) participant who is in need of
professional refresher training in order to
qualify for his/her professional license in the
United States (U.S.) allowed to attend school
full-time?
Yes. When an employed RCA participant is a
professional in need of professional refresher
training and other services in order to qualify to
practice his/her licensed profession in the U.S.,
the training may consist of full-time attendance
