What action should be taken if a refugee is determined ineligible for CalWORKs due to the receipt of reception and placement cash? The refugee’s eligibility for refugee cash assistance (RCA) must be evaluated. If the refugee is ineligible for CalWORKs but otherwise eligible for RCA, the refugee must be assisted/evaluated under the RCA program. What is the Match Grant Program? This is a program in which Match Grant agencies such as the Jewish Family Services, Catholic Charities, Resettlement and Employment Programs, and the International Rescue Committee provide financial aid and services to newly arrived refugees when at least one member of a refugee family is employable. How does an Eligibility Worker (EW) determine if a refugee applicant is a Match Grant recipient? The EW must ask the applicant for the Match Grant Referral Slip (MGRS) which identifies the applicant as a Match Grant recipient. The MGRS is given to the applicant by the Match Grant Agency. If the applicant does not submit this form to the EW, there is no way of knowing that the applicant is a Match Grant recipient. What information must be obtained from or provided to a Refugee Cash Assistance applicant about the Match Grant program, if a Match Grant Recipient Slip is not presented? • The Eligibility Worker (EW) must ask the refugee applicant if he/she is in the Match Grant program. • The EW must inform the refugee of the services offered in the Match Grant program which includes clothing, specialized employment help, furniture, televisions, computers, and many more services than DPSS can provide. It is to the refugee’s advantage to stay on Match Grant.
Are Match Grant funds counted against the Refugee Cash Assistance (RCA) grant? Yes. Match Grant funds are treated as property and shown as a lump sum payment for the RCA and CalWORKs programs. How long can a refugee receive Match Grant? A refugee can receive Match Grant up to the fourth month from the individual’s date of entry. Can a refugee receive Refugee Cash Assistance (RCA) after receiving Match Grant? Yes. If the refugee applies for RCA anytime from the fifth to the eighth month, they may be eligible for cash assistance. Can a refugee receive Refugee Cash Assistance (RCA) while receiving Match Grant? A refugee cannot receive RCA and Match Grant simultaneously. However, if a refugee receives RCA during the four-month time period he/she is eligible to receive Match Grant, he/she is no longer eligible to Match Grant. It is to the refugee’s advantage to exhaust all Match Grant services before applying for RCA. A person: • Under 16 years of age. • Age 60 or older. Exemptions due to age do not require a doctor’s statement.
