How are the THAP+14 benefits issued?
The payments are issued in increments of 7 days
worth of THAP+14 benefits. The payments are
issued on LEADER via the Auxiliary Issuance
process. The HCFP EW selects one of the following
pay type selections:
THAP+14-1 st Iss (for the first issuance of the
THAP+14 benefits)
THAP+14-2 nd Iss (for the second or subsequent
issuances of the THAP+14 benefits)
NOTE:

Compliance with HCFP must be
verified before the 2 nd issuance.
Select the appropriate THAP+14 pay
type when issuing a payment under the
Once-in-a-Lifetime exceptions.
The payments must be authorized by the ES and the
DDD.
How are the THAP+14 benefits issued when the
eighth day falls on a Saturday, Sunday or a
Holiday?
In that instance, the HCFP EW must discuss the
situation with the applicant/participant, issue only “x”
number of days and have the participant return to the
office the Friday before or the last workday prior to
the Saturday, Sunday or Holiday in question, to issue
the remainder of the THAP+14 benefits.
Is a Notice of Action (NOA) required?
Yes, a NOA is to be given for each issuance or denial
of THAP+14 benefits. The HCFP EW must use the
M44-21(A) THAP+14 (LA) Temporary Homeless
Assistance (THAP)+14 -Approval or M44-21(D)
THAP+14 (LA) Temporary Homeless Assistance
(THAP)+14 - Denial for this purpose. These NOAs
are available in English and Spanish, and are
available in the DPSS Forms Library, which can be
accessed via the intranet through “My DPSS.”
