INSPECTORS POSTS AND ASSISTANT SUPERINTENDENT POSTS<br />
260. Jurisdiction of Inspectors : -Every Superintendent’s division is apportioned into subdivisions,<br />
each of which comprises certain sub and branch offices and mail lines and is placed<br />
under the control of an Inspector, who is immediately subordinate to the Superintendent of the<br />
Division. The extent of each inspector’s sub –division is fixed by the Head of the Circle.<br />
260-A.Inspectors attached to circle offices and divisional offices:-(1) An Inspector <strong>Post</strong>s<br />
when attached to the office of the Head of the Circle is designated as Investigating Inspector.<br />
Officials of the cadre of Inspector <strong>Post</strong>s are also attached to the office of the Superintendent of<br />
<strong>Post</strong> offices in the Higher Selection grade and designated as Assistant Superintendents.<br />
(2) The principal duties of an Investigating Inspector are to investigate important cases of<br />
loss, fraud etc., particularly in which more than one <strong><strong>Post</strong>al</strong> and R.M.S divisions are concerned.<br />
When at headquarters he may be employed by the Head of the Circle, as he may think proper. He<br />
may be deputed by the Head of the Circle to make investigations in any part of the Circle or<br />
beyond it when necessary and to conduct prosecution cases in courts of law. An investigating<br />
Inspector may be required to work under the orders of the superintendent or <strong>Post</strong>master, Grade A,<br />
in whose division or office he happens to be conducting an enquiry.<br />
260-B (1) Assistant Superintendent <strong>Post</strong>s: - The Assistant Superintendent will remain at<br />
the headquarters when the Superintendent is on tour and will look to the entire supervision of the<br />
office and control all the staff of the Divisional Office. He will dispose of all the routine cases not<br />
requiring the sanction or orders of the superintendent and sign routine drafts and fair copies. He<br />
may also sign important papers relating to leave and transfers except orders of punishment or<br />
appointment when it is really necessary to avoid serious delay. When then Superintendent is not at<br />
headquarters and cannot reach the place of occurrence quickly, the Assistant Superintendent will<br />
himself proceed on enquiries on the receipt of a report of loss, fraud, highway robbery etc., till the<br />
superintendent arrives.<br />
260-B(2) The duties which can be delegated to the Assistant Superintendents:-<br />
(i) Opening and distribution of dak, except the dak from the Head of the Circle.<br />
(ii)Issue of reminders, the weekly check of the work of the assistants and disposal of personal<br />
cases of staff except those where policy of the department is involved.<br />
(iii)To pass TA bills of assistants, postmen and lower grade staff on the basis of the orders of the<br />
competent authority.<br />
(iv)Scrutiny of time statements.<br />
(v) Grant of casual leave to the staff when the Superintendent is on tour.<br />
(vi)Preparation of pension cases and disposal of fraud and loss cases till they are finally submitted<br />
to the superintendent.<br />
(vii)Carrying out the first and second inspections of time scale <strong>Post</strong> Offices and only second<br />
Inspections of the lower selection grade sub offices and other offices where the Superintendent has<br />
carried out the first inspection and also the inspection of the quota of Branch Offices fixed by the<br />
Superintendent.<br />
(viii)To assist the superintendent in the disposal of routine cases such as routine complaints, minor<br />
irregularities, submission of returns to circle office, recall of articles posted, disposal of spoiled<br />
receipts, stock indents, correspondence relating to postal life insurance and security bonds,<br />
planting of letter boxes, mail arrangements revision of the memorandum of authorized balances,<br />
review of the monthly copies of the sub office accounts, check all the copies of order book remarks
