(2) The <strong>Post</strong>master will correspond with the Senior Superintendent in all cases including<br />
establishment cases, relating to t the head office except in cases in which a direct reply is asked for<br />
by the Head of the Circle or in S.B. and NSC cases or cases relating to account matters.<br />
103. Change in designation of delivery agent.-In every case in which the Superintendent<br />
sanctions a change in the designation of a delivery agent from postman to village postman or vice<br />
versa a copy of the memorandum of sanction should be sent to the Head of the Circle and the<br />
head office concerned and a copy should be kept in the Superintendent’s office file.<br />
104. Recall or alteration of address of postal articles in the course of transmission by<br />
post.-(1) The sender of a postal article can have the article withdrawn or its address altered<br />
without reference to or consent of the addressee so long as it has not been delivered to the<br />
addressee or intercepted by any competent authority. Rules in this respect pertaining to inland and<br />
foreign article posted in <strong>India</strong> will be found in the <strong>Post</strong> Office Guides, Part I and II, <strong>Post</strong>s and<br />
Telegraphs <strong>Manual</strong>, <strong>Vol</strong>ume I, Part I, <strong>Post</strong>s & Telegraphs <strong>Manual</strong>, <strong>Vol</strong>ume V and Foreign <strong>Post</strong><br />
<strong>Manual</strong>.<br />
(2) Written applications from senders desiring withdrawal, or alteration of address of the<br />
articles posted by them in <strong>India</strong>, accompanied by the prescribed fee (vide appendix) to the <strong>Post</strong><br />
Office Guides, Part I and II, as the case may be) in the form of postage stamps and a close cover<br />
pertaining the statement of reasons for withdrawing the article or altering the address, are generally<br />
received by Sub and Head <strong>Post</strong>masters who forward the same to their Divisional Superintendents<br />
for order. When such an application is received through a Sub or head <strong>Post</strong>master, the<br />
Superintendent should open the sealed cover accompanying the application and examine if the<br />
reasons given by the sender for withdrawing the article or altering its address are convincing. The<br />
application should, thereafter, be returned to the concerned sub or Head <strong>Post</strong>master with the<br />
Superintendent’s order on it.<br />
(3) If an application is received by the Superintendent other wise than through a sub or<br />
Head <strong>Post</strong>master, it should be ensured that it is accompanied by the prescribed fee in the form of<br />
postage stamps along with a sealed cover containing the sender’s statement of reasons. If it is<br />
complete in all respects, it should be forwarded with the Superintendent’s orders to the <strong>Post</strong>master<br />
concerned for further necessary action. Incomplete applications should be returned to the senders<br />
pointing out the omissions with advice to re-submit them after completion of the omissions<br />
through the concerned sub or Head <strong>Post</strong>master.<br />
105. Professional letter-writers. - The Superintendent may allow professional letterwriters<br />
to carry on their business of the post office premises.<br />
(2) In case of a large head office or its town sub-offices, the superintendent may, when he<br />
considers it advisable lease out the right to use to post office premises for this purpose to a<br />
contractor who may be required to pay for the privilege and execute a deed in guarantee that the<br />
work will be well done and at the rates fixed by the Superintendent. It should be borne in mind<br />
that such a course should be adopted and is justifiable only when the interests of he public can be<br />
served, i.e. when it is possible thereby to secure trustworthy writers who will do the work at least<br />
as well and at as low rates as other professional writers.<br />
(3) The following procedure should henceforth be observed is assessing rent for the space<br />
occupied by the professional letter-writers in the premises of the posts and Telegraphs offices:<br />
(i) Wherever licence have been issued on contract systems adopted in the past, same system<br />
should continue in future.
