NOTE 4.—The individual limit of a single money order which can be paid by a village<br />
postman or Extra Departmental Delivery Agent will be Rs.80/- and can be enhanced by the<br />
Divisional Superintendent of post offices at his discretion to Rs.250/- wherever this is necessary.<br />
The individual limit for the single money order which can be delivered by a postmen will be<br />
Rs.1,000/- only.<br />
(2) Money orders may not also be sent out for payment by a village postman, who is<br />
likely to be absent from the post office for a longer period than a week, without the sanction of<br />
the Head of the Circle. The application to the Head of the Circle in such cases must show clearly<br />
that it is not possible to reduce the periods of absence of the village postman (a) by re- arranging<br />
the existing beats (b) by appointing an additional village postman where this is justified by the<br />
circumstances or (c) by opening small branch offices in the centre of the existing beats and must be<br />
supported by figures showing the number and value of money orders received for payment at the<br />
villages concerned.<br />
(3) The rule that in every case in which a money order is paid by a village postman, or<br />
by a postman who serves a village outside the post town, the payment must be attested by the<br />
headman of the village or the village accountant or other respectable resident of the place where<br />
payment is made, may be relaxed by the Superintendent at his discretion, in the case of literate<br />
payees of means and position who objected to receive payment of money orders in the presence of,<br />
and after identification by the village official.<br />
127-A. Stock and sale of <strong>India</strong>n <strong><strong>Post</strong>al</strong> Orders and payment of British and Irish <strong><strong>Post</strong>al</strong><br />
Orders.—A Superintendent of <strong>Post</strong> Offices will fix the aggregate value of <strong>India</strong>n <strong><strong>Post</strong>al</strong> Orders to<br />
be stocked by Head Offices in his jurisdiction. He will supply a copy of his authority to the office<br />
concerned.<br />
Every Head or Sub-Office which has to pay British <strong><strong>Post</strong>al</strong> orders and those which are<br />
authorised to pay Irish <strong><strong>Post</strong>al</strong> Orders will be supplied with two specimens each of the respective<br />
<strong><strong>Post</strong>al</strong> Orders over printed with the word “Specimen” by the Superintendent concerned who will<br />
obtain the same from the office of the Head of Circle on requisition. When a specimen order<br />
supplied to a Head or Sub-Office has been spoilt, lost or mislaid, the Superintendent will send a<br />
requisition to the Circle office for a fresh specimen order to replace it. Specimen orders in every<br />
case will be supplied by the office of the Head of the Circle direct to the <strong>Post</strong> Office concerned<br />
under intimation to the Superintendent concerned.<br />
127-B. Payment of British or Irish <strong><strong>Post</strong>al</strong> Orders which are defective or which are<br />
payable to persons who are dead.—(1) A Superintendent of <strong>Post</strong> Offices or first class<br />
postmasters may sanction the payment of defective British or Irish <strong><strong>Post</strong>al</strong> Orders in the following<br />
cases :-<br />
(a) Erasure or alteration of payee’s name:<br />
(i) Where a purchaser of an order has made it payable first to one person and the<br />
altered it as payable to another person, the alteration being attested by the<br />
purchaser’s signature or initials. If, however, the alteration is not so attested,<br />
payment may be sanctioned provided the payee is a known person who can be<br />
easily traced and is willing to sign an indemnity on the back of the order to the<br />
effect that he will refund the value of the order if called upon to so at any time<br />
subsequent to the date of payment.<br />
(ii) Where an erasure or alteration has been made in the payee’s name, profession, or<br />
occupation by the payee or by the payee’s agent, and the circumstances in which the<br />
erasure o alteration came to be made are satisfactorily explained.<br />
(b) Orders receipted by a person other than the payee named :
