considers irregular with his report on the inspection of the telegraph branch of the office. Similarly<br />

action should be taken by him in regard to the draft messages received with the reports of<br />

Inspectors.<br />

(3) When it is necessary to recover the cost of a service message or of a portion thereof<br />

from the official in fault, the superintendent should be guided by the instructions contained in rule<br />

29, except that the copy of the message placed in fault with the postage stamps affixed thereto and<br />

defaced should be sent to the Circle concerned.<br />

Superintendent of <strong>Post</strong> Offices<br />

122. Distribution of work in head and sub-offices.—(1) Every head postmaster and<br />

every sub-postmaster who is assisted by one or more clerks will submit, for the approval of the<br />

Superintendent, a memorandum of distribution of work in his office in form MS.-11. The<br />

Superintendent should see that the distribution proposed is in accordance with rule 4 of the <strong>Post</strong>s<br />

and Telegraphs <strong>Manual</strong>, <strong>Vol</strong>ume VI, and sign and return the memorandum to the post office<br />

concerned with such modifications as he made consider necessary. When a redistribution of work<br />

is necessary in an office, a revised memorandum should be supplied. Copies of these memoranda<br />

should be filed in the superintendent’s office.<br />

(2) If the duties of the treasurer are assigned to the clerk in charge of the parcel<br />

department, the Superintendent should designate in the memorandum of distribution of work the<br />

clerk to whom the parcel postage collections are to be paid by postmen and village postmen. He<br />

should also specify in the memorandum, the duties of the postmaster which the deputy postmaster,<br />

an assistant postmaster or any other official is allowed to perform. The duties of the postmaster<br />

which may, under the orders of the <strong>Post</strong>master-General, be performed by other officials are shown<br />

in the <strong>Post</strong> and Telegraphs <strong>Manual</strong>, volumes II, V and VI and in the <strong>Post</strong>s and Telegraphs Initial<br />

Account Code, <strong>Vol</strong>ume I.<br />

(3) In cases where the duties in connection with one department are assigned to more<br />

than one official and also where it is necessary to make it clear what duties are assigned to a<br />

particular official, the numbers of the rules of the <strong>Manual</strong> or Account code in which the duties are<br />

prescribed should be cited at length in the memorandum of distribution of work. In other cases,<br />

the duties may be described in a more general way, as shown in the following examples:-<br />

<strong>Post</strong>master—Duties of a postmaster except those shown against the Deputy <strong>Post</strong>master,<br />

Assistant <strong>Post</strong>master or Head Clerk.<br />

Deputy <strong>Post</strong>master—Duties of the postmaster as laid down in rules.....................<br />

Assistant <strong>Post</strong>master—Duties of the postmaster as laid down in rules ................<br />

Head-clerk—Dues of the postmaster as laid down in rules ................ Duties of the subaccount<br />

clerk as prescribed in ...........<br />

2 nd clerk, etc.—Duties of Savings Bank clerk as prescribed in ............<br />

NOTE1.—For sub-offices where more than one clerk is employed in addition to the subpostmaster,<br />

the superintendent should specify, in the memorandum of distribution of work, the<br />

clerk selected by him to be in joint custody with the sub-postmaster of the cash and valuables in<br />

the office.<br />

NOTE 2.—For offices where a clerk is employed in addition to the postmasters and in<br />

which it is necessary for the postmaster to open or close any branch of the office (e.g., he<br />

registration or parcel branch) in the absence of the clerk, the Superintendent may prescribe that the<br />

<strong>Post</strong>master shall keep, during the clerk’s absence, all or any of the keys, except the second key of<br />

cash safe.
