the v.p. article of the money recovered from the addressee, and (b) order the return of the v.p.<br />

article to the sender and refund to the addressee the sum of money recovered from him on the<br />

delivery of the article on his furnishing an indemnity bond in the form given below. Before<br />

exercising this power, the Head of the Circle should satisfy himself that the v.p. article was sent<br />

with the intention of defrauding the addressee. At the first stage, he must satisfy himself, that<br />

there are prima facie grounds for believing this to be the case, while at the second stage he must,<br />

after having made such enquiries as may be necessary, fully satisfy himself on the point. Great<br />

care must be taken that the power is exercised only in absolutely clear and obvious cases of fraud.<br />

received payment of v.p. money order No. ……………..dated ………………. addressed to<br />

………………………….. and sent by ……………………………. do hereby undertake to<br />

indemnify the <strong><strong>Post</strong>al</strong> Department against any future claims by any person in respect of the above<br />

amount.”<br />

71. Correspondence with Foreign Administrations. – (1) Communications received from<br />

the British <strong>Post</strong> Office relating to the loss, delay, damage, or miscarriage of parcels, registered<br />

articles, and ordinary articles of the letter mail, will be addressed to the <strong>Post</strong>master-General<br />

Bombay, who will dispose of them as follows :-<br />

(a) References regarding parcels and registered articles sent to, or received from Great<br />

Britain and Northern Ireland in the mails from, or for, Calcutta and references regarding<br />

ordinary articles of the letter mail affecting post offices in the Bengal, Assam, Bihar<br />

and Orissa Circles, will be transferred to the <strong>Post</strong>master-General, West Bengal.<br />

(b) References regarding parcels and registered articles sent to, or received from, Great<br />

Britain and Northern Ireland in the mails from, or for, Madras and references regarding<br />

ordinary articles affecting post offices in the Madras Circle, will be transferred to the<br />

<strong>Post</strong>master-General, Madras.<br />

(c) All other references will be retained by the <strong>Post</strong>master-General, Bombay.<br />

(2) The Head of the Circle concerned will dispose of the references assigned to him and he<br />

will also deal with all enquiries originating in <strong>India</strong> in respect of articles for, or from, the post<br />

offices specified in the preceding paragraph.<br />

(3) Correspondence with the British <strong>Post</strong> Office should be addressed as shown below :-<br />

(a) Replies to references received from the British <strong>Post</strong> Office should be addressed to the<br />

office or officer of the British <strong>Post</strong> Office from which or whom the reference was<br />

received by the <strong>Post</strong>master-General, Bombay.<br />

(b) Enquiries regarding the loss of any article should be addressed to :-<br />

London, E.C.1.<br />

(c) Enquiries regarding the disposal, delay, damage and abstraction of contents of articles<br />

of the letter mail included in the mails, received from, or despatched to, Great Britain<br />

and Northern Ireland (whether for delivery in that country or sent in transit through the<br />

British <strong>Post</strong> Office) should be addressed as follows:-<br />

(i) in the case of articles included in the mails for or from London, to –
