90.Jurisdiction of Superintendents.-Every Circle is apportioned into divisions. Each<br />
Division is under the control of a Senior Superintendents or Superintendents who is immediately<br />
subordinate to the Head of the Circle in which he is employed.<br />
Note-Whenever the work ‘superintendent’ occurs in the rules in this chapter, it included the<br />
Senior Superintendent unless it is clear from the context that only one of these classes of<br />
Superintendents is meant.<br />
91. Powers of Superintendents.-The Administrative and financial powers of<br />
Superintendents are defined in the <strong>Post</strong>s and Telegraphs <strong>Manual</strong>, <strong>Vol</strong>ume III and in the Schedule<br />
of Financial Powers respectively<br />
92. Knowledge of rules, cods, etc.-(1)It is the duty of a Superintendent to instruct his<br />
subordinates in their duties, especially when any new class of business is undertaken by the<br />
Department or any changes in procedure are introduced. A superintendents of post offices should<br />
also be qualified to assume temporary charge of an important head office in his Division in any<br />
sudden emergency.<br />
(2) Two copies of othe <strong>Post</strong>s and Telegraphs <strong>Manual</strong>, volume I to <strong>VIII</strong> and <strong>Vol</strong>ume XI<br />
(Parts I to IV), posts and Telegraphs Financial Heads Book <strong>Vol</strong>ume I,II,III and IV P.O. Circle Part<br />
I and II. List of <strong>India</strong>n <strong>Post</strong> Offices and the collection of Inspection Questions will be supplied to<br />
each Superintendent. One copy each publication is intended for use by the office and is to be<br />
entered in the office stock book and the other is to be treated as the personal copy of the<br />
Superintend and should be returned to the stock Depot when no longer required for official<br />
purposes. Copy of each of <strong>Post</strong>s and Telegraphs <strong>Manual</strong> <strong>Vol</strong>ume IX and X will also be<br />
supplied to the office of each Superintendent.<br />
(3) The Superintendent will also be supplied with a copy each of the Publications noted<br />
in Appendix III to <strong>Post</strong>s and Telegraphs <strong>Manual</strong>, volume, against which the expression<br />
“supervising Officers” or ‘Supervising Officers <strong>Post</strong>s Office and R.M.S’ appears. He will also be<br />
supplied with a copy of the Civil Service Regulations the Compilation of the Fundamental and<br />
Supplementary Rules, the Penal and Criminal Codes and the Evidence Act with which he should<br />
make himself thoroughly aquatinted, so as to be able correctly to dispose of applications for<br />
leave, pension, etc. and properly to conduct investigations and prosecutions.<br />
Note1.- Probationary Superintendents of <strong>Post</strong> Offices are also entitled to the supply of these books<br />
which will be retained by them as their personal set on their confirmation. The Heads of the<br />
respective Circle to which they will be attached during the period of otheir probation will supply<br />
these books at the commencement of their training. The probationers will not, however, be<br />
entitled to an additional set of these books for their personal use when they assume independent<br />
charge of their divisions.<br />
Note2.- The One set of Code books and <strong>Manual</strong>s supplied to the Superintendent will be treated as<br />
a personal set in every sense of the word. He can take them on transfer and he will hold himself<br />
responsible for keeping them corrected upto date.<br />
93. Strict adherence to rules. (1)The Superintendent is not permitted to introduce any<br />
innovation or make any alternations to authorised rules or forms. While seeing that every official
