In the event of the non-payment of the postage due within the prescribed time limit<br />

the posting of the paper without pre-payment of postage should be stopped<br />

immediately and the Head of the Circle should recover the amount due from the<br />

security deposit held by the <strong>Post</strong> Office and should also if necessary, take steps to<br />

recover any outstanding amount under Section 12 of the <strong>India</strong>n <strong>Post</strong> Office Act,<br />

1898.<br />

The licence, on being terminated, may be renewed by the Head of the Circle in his<br />

entire discretion on such terms and conditions as he may think fit to impose.<br />

If at any time, it is found that security deposit already made or the bank guarantee<br />

provided is less than the payment for the preceding month, the Head of the Circle<br />

should call upon the licensee to increase the security deposit or bank guarantee, as<br />

the case may be, in order to cover the amount and on licensee’s failure to do so, the<br />

Head of the Circle shall have the right to cancel the licence.<br />

The licence is revocable (on seven days previous notice in writing) at the entire<br />

discretion of the Head of the Circle without assigning any reason whatsoever for the<br />

same.<br />

(viii) In case of cancellation of annulment of the licence under any of the circumstances,<br />

the Head of the Circle should send an intimation to the audit office about such<br />

cancellation immediately after the orders for cancellation are issued and<br />

communicated by him to all concerned.<br />

(ix)<br />

If any dispute arises as to the effect of the licence or with regard to any matter<br />

arising therefrom, the Head of a Circle should refer the same to the Director<br />

General, whose decision will be final.”<br />

31. Half-yearly enumeration report – (1) During the second week of the months of<br />

February and August of each year, an enumeration is made daily of the number of ordinary<br />

unregistered articles of the letter mail and unregistered parcels given out for delivery by all post<br />

offices and by those sections and mail offices that deliver such articles without the intervention of<br />

post offices. a month previous to the enumeration, a circular should be issued by the Head of the<br />

Circle warning all subordinates that the enumeration has to be made on the prescribed dates and<br />

impressing on them the necessity for making it carefully.<br />

“The enumeration figures of the <strong>Post</strong> Offices situated at the headquarters of Circles,<br />

Division and Sub-Divisions and the principal town should be complied personally by all<br />

supervising officers (Superintendent and Inspectors of <strong>Post</strong> Offices and RMS) for all the seven<br />

days and all the deliveries. They must count the articles personally and sign the enumeration<br />

returns of the offices concerned. In the case of Head and Sub-Offices situated at the headquarters<br />

of Circles the work of counting may be distributed by the Head of the Circle amount the officers of<br />

the Circle Office. Touring outside the headquarters for the purpose of supervising the enumeration<br />

should, of course, be restricted to the minimum in the interests of economy.<br />

(2) After all the half-yearly enumeration returns (M.S.-6) have been received by the Head<br />

of the Circle, he should submit a report to the Director-General on the result of the enumeration.<br />

The report should include –<br />

(i) a statement in form Pa.-19 showing the total number of articles of each class given out<br />

for delivery during the week in which the enumeration was taken. Separate sets of figures should<br />

be given.
