17. Jurisdiction and headquarters of superintendents. – (1) The Head of a circle should<br />

fix the extent and the headquarters of each Superintendent’s division. The headquarters should<br />

ordinarily be at the most central station in the division and always at one where there is a head post<br />

office.<br />

(2) When the jurisdictions of the Superintendents in a circle are redistributed, notice of the<br />

changes should be given by the Head of the Circle to the Director-General and the Audit Office.<br />

NOTE – The Head of the Circle may also change the name of a division but notice of the<br />

change should be given to the Director-General and the Audit Office.<br />

18. Jurisdiction and headquarters of Inspectors. – The Head of a Circle should fix the<br />

extent and the headquarters of each Inspector’s sub-division.<br />

19. Accommodation for Superintendents’ offices. – If there is not sufficient<br />

accommodation in the circle office or post office, the office of the Superintendent should be<br />

located in some other suitable Government building, if available, or else in a rented building.<br />

20. Inspection of Superintendent’s office. – The office of every Superintendent of <strong>Post</strong><br />

Offices and R.M.S. will be thoroughly inspected at least once in every twelve months. While the<br />

Head of the Circle will take up such inspections as he desires the inspection of remaining offices<br />

may be delegated to Directors of <strong><strong>Post</strong>al</strong> Services.<br />

21. Inspection of offices and sections. – (1) In addition to the inspection of the various<br />

departments of the 1 st Class head office and the administrative branch of the head office by the<br />

<strong>Post</strong>master of that office as laid down in rule 38(4) of the P&T <strong>Manual</strong>, volume VI, Part I, every<br />

first class head office (except Presidency offices) must be inspected once in every 12 months by<br />

the Senior superintendents of <strong>Post</strong> offices in whose jurisdiction the head office is situated. The<br />

inspection should be carried out in a thorough manner according to the questionnaire in the<br />

Inspection Report Form. The Senior Superintendent of <strong>Post</strong> Offices will also carry out the detailed<br />

inspection of the administrative branch of the office once a year. As regards a 1 st class Head<br />

Office which is not situated in the jurisdiction of a Senior superintendent of <strong>Post</strong> Offices, the<br />

inspection of the 1 st Class Head Office as prescribed above should be done by the Director of<br />

<strong><strong>Post</strong>al</strong> Services controlling the Head Office. In the case of minor circles, the inspection by the<br />

Director may be delegated to the Deputy Director.<br />

(2) Every second class head office must be inspected twice every twelve months, in the<br />

manner laid down in rule 238, at intervals of about six months, by the Superintendent within the<br />

limits of whose division the head office is situated. The balances of every head office within the<br />

limits of the division must also be verified twice by the Superintendent and four times by the<br />

Inspector in every twelve months, - one of the verifications of balances of second class head<br />

offices by the Superintendent being made at the time of the inspection. The Head of the Circle is<br />

authorised to relax this rule in very special cases to the extent of allowing the inspection of a small<br />

head office, either with or without a complete verification of its accounts to be carried out by an<br />

Inspector. All sub and branch offices in a division must be inspected twice every twelve months in<br />

the manner laid down in the rule cited above, the inspections being divided by the Head of the<br />

Circle between the Superintendent and his Inspectors. As a general rule, the inspection of the
