(d) Enquiries regarding parcels, similar to those referred to in (c) above, should be<br />

addressed in the same way, except that in the case of parcels included in the mails for<br />

or from London, the enquiries should be addressed to –<br />

The Assistant Controller,<br />

General <strong>Post</strong> Office,<br />

Parcel Depot,<br />

London, E.C.<br />

(4) When any enquiries have to be made, or any information has to be collected, in<br />

connection with references to or from the British <strong>Post</strong> Office, the Head of the Circle dealing with<br />

the reference will, when necessary, call for the required information from the Head of the Circle<br />

concerned, who should endeavour to make the desired information complete and then furnish the<br />

Head of the Circle concerned with a report on the case, so as to enable him to address or reply to<br />

the British <strong>Post</strong> Office.<br />

(5) In the case of all other countries, the medium of reference is the Head of the Circle of<br />

the Circle in which the <strong>India</strong>n office of exchange is situated. Offices of exchange can correspond<br />

with their counterparts or the specific offices in the case of certain administrations (vide recueil<br />

published by the International Bureau) abroad, on routine questions, like notices of non-delivery,<br />

verification notes, reclamations etc., for which standard forms are prescribed in the Convention<br />

and Agreements and on matters which involve collection or furnishing of factual information<br />

particularly in regard to complaints enquiries or requests for information. But in all other cases the<br />

matter should be referred to the Head of the Circle in which the office of Exchange is situated.<br />

NOTE – Formal references such as notices of non-delivery, verification notes, reclamations,<br />

etc. and reminders relating thereto, are not dealt with by the <strong>Post</strong>master-General, but by the <strong>India</strong>n<br />

Officers of foreign exchange.<br />

71-A. Disposal of enquiries or complaints relating to the loss or non-delivery of<br />

unregistered and registered articles of the letter mail and of foreign parcels posted in and<br />

addressed to a country other than <strong>India</strong>. – If an enquiry is made regarding the disposal of an<br />

unregistered or registered article of the letter mail posted in a foreign country which is a member<br />

or the Universal <strong><strong>Post</strong>al</strong> Union and addressed to another country which is also a member of the<br />

Union, the following action should be taken if the enquiry has been received within the prescribed<br />

period – nine months if the enquiry has been made by a member of the public and two years if it<br />

has been made by an Administration of the Union :-
