(4) Registered newspapers referred to in sub-rule (1), which post not less than 500 articles<br />

at a time can post their papers without affixing postage stamps under the following conditions :-<br />

(i)<br />

The proprietor, Manager, or Publisher of any such registered newspaper who<br />

desires to avail of the scheme will apply in Form MS-96 to the Head of the Circle<br />

for a licence furnishing the following particulars :-<br />

a) The average number of (i) a single copy of the newspaper and (ii) packets<br />

containing more than one copy, per issue of the paper posted each time.<br />

b) The average weight of (I) single copy of the paper and (ii) weight of a packet<br />

containing more than one copy of the paper, to be posted each time.<br />

c) <strong>Post</strong>age payable on single copy, and (ii) the average postage payable on each<br />

packet containing more than one copy of the paper, to be posted each time.<br />

d) Total amount of average postage on all the papers (single copy and packets)<br />

which would be posted each time.<br />

e) The number of days in a month on which the paper would be posted.<br />

f) In the case of copies to be posted for addresses abroad, a separate licence should<br />

be issued subject to the conditions at (a) to (e) above being fulfilled.<br />

The Head of the Circle on receipt of the application should calculate the<br />

approximate total postage payable by a Registered Newspaper in the course of the<br />

month and then require the Newspaper to deposit an amount equivalent to the total<br />

of one month’s postage as a security deposit. The amount of security may be<br />

deposited in cash in a <strong>Post</strong> Office Savings Bank Security deposit account, or in<br />

National Plan Savings Certificates pledged to the Head of the Circle concerned or<br />

may be covered by a guarantee from State Bank of <strong>India</strong>. The form of guarantee<br />

shall be similar to that shown in Clause 91 of the PO Guide Part –I.<br />

After the newspaper has deposited the amount of the security, licence in Form MS-<br />

97 will be issued by the Head of the circle authorising posting of the newspaper<br />

without pre-payment under the following conditions :-<br />

a) The newspaper should be posted at the window of office or offices and on such<br />

days or dates of the week or month as have been specified in this behalf in the<br />

order sanctioning its registration.<br />

b) The Licensee shall arrange to print in the case of newspapers for addresses in<br />

<strong>India</strong> the ‘Licence No.’ along with the words “Licensed to post without<br />

prepayment” in an oblong space either on the wrapper or below the<br />

‘Registration No.’ printed on the paper when the paper is posted without a<br />

wrapper. In the case of copies to be sent abroad the following entries should be<br />

printed on the wrapper or under the registration No. – if posted without a<br />

wrapper.<br />

Licenced to post under cash payment system”<br />

c) The Licence shall be deemed to be annulled as soon as the registration<br />

of the newspaper expires.
