(a) for all the Head Offices in the Circle,<br />

(b) for all the sub-offices in the Circle,<br />

(c) for all the branch offices in the Circle,<br />

(d) for all the mail offices and sections in the Circle, and the total for the whole Circle<br />

worked out. Figures for the whole Circle in respect of the corresponding week of the<br />

previous year should also be shown under all the columns of form Pa.-19 except those<br />

relating to <strong><strong>Post</strong>al</strong> service articles and the percentage increase or decrease worked out for<br />

each class of articles;<br />

(ii) an explanatory memorandum giving reasons for the increases or decreases under each<br />

class of articles;<br />

(iii) a statement showing the number of articles of each class given out for delivery from<br />

the principal Head Office in the Circle and its town sub-offices with comparative figures for the<br />

previous year and the percentages borne by these figures to the figures for the whole of the Circle;<br />

and<br />

(iv) a classified statement showing the number of <strong><strong>Post</strong>al</strong> service registered (including<br />

insured) articles of the letter and parcel mails under the heads <strong><strong>Post</strong>al</strong>, Telegraphs, Telephone and<br />

Radio services posted during the enumeration week.<br />

(3) The report on the February enumeration should be submitted not later than the 1 st April<br />

and that on the August enumeration not later than the 1 st October.<br />

32.Half-yearly list of volunteers for field service. – The Officer-in-charge Army <strong><strong>Post</strong>al</strong><br />

Service Record Office Kamptee will prepare the ‘Field Force List’ Circle-wise and send Copies of<br />

the same to the Head of Circle concerned and to the Directorate and issue calls for enrolment<br />

through the Division or other Officers-in-charge of the Civil Units under intimation to the Head of<br />

Circle, in respect of those who are willing to accompany Military Forces on active service and who<br />

are physically and otherwise fit for such work. A supplementary list containing the names of postmasters<br />

whose maximum pay is Rs. 200 and upwards, Superintendents, and officers of higher rank<br />

who have volunteered for field service should be submitted to the Director-General’s office on the<br />

15 th April, and 15 th October of each year. The supplementary list for the Director-General’s<br />

office should invariably contain a note to the effect that the list of volunteers is complete and upto-date.<br />

*33. Mobilisation of postal officials for field service. – (1) The head of a Circle on<br />

receipt of a telegram from the Director-General’s <strong>Post</strong>s and Telegraphs intimating the any official<br />

in his circle has been selected to go on field service, should, if required arrange to relieve him with<br />

in 12 hours of the receipt of the telegram. In the case of any official who can not be relieved<br />

within 12 hours of the receipt of the telegram. In the case of any official who can not be relieved<br />

with in 12 hours of the receipt of the telegram intimating that he is required to proceed on field<br />

service immediately, the time with in which he can be relieved should be entered against his name<br />

in the column for remarks in the “Field Force List” mentioned in Appendix 23 of the <strong>Post</strong>s and<br />

Telegraphs <strong>Manual</strong> <strong>Vol</strong>ume IV. No official should be allowed to depart for the fro until he has<br />

produced the medical certificate of fitness prescribed by Rule 3 of section ! of Part-1 of the Field<br />

Service <strong>Manual</strong>, <strong>Post</strong>s and Telegraphs. The Director-General <strong>Post</strong>s and Telegraphs should be<br />

informed by telegram if any official selected for service is unable to obtain the certificate.<br />

(2) Under Rule 4 of section 1 of Part1 of the Field Service <strong>Manual</strong>, <strong>Post</strong>s and Telegraphs<br />

a postal official under orders for field service should receive his substantive pay up to the date of<br />

his departure for the front. He may also draw an advance of a month’s pay, as well as traveling<br />

allowance to the Base or part of embarkation for the Base. To prevent delay in payment of such
