Under the 2007 Chemical Facility Anti-Terrorism Standards, Congress directed the
Department of Homeland Security (DHS) to issue regulations "establishing risk-based
performance standards for the security of chemical facilities." Many states have initiated
Hazard Vulnerability Assessments of their chemical facilities.
According to DHS, security risk is a function of the following:
o the consequence of a successful attack on a facility (consequence),
o the likelihood that an attack on a facility will be successful (vulnerability)
o the intent and capability of an adversary in respect to attacking a facility (threat).
There are also provisions within this act addressing audits, inspections, and penalties for
non-compliance, as well as security of the data generated in complying with the act.
