Turning to the U.S. food system, we should first note that the regulatory structure is not
as clear as it is with the regulated drinking water system. The U.S. Food and Drug
Administration (FDA) regulates roughly 80% (by number of items) of the U.S. food
supply, including all foods except meat, poultry, and processed egg products. These
latter items are regulated by The U.S. Department of Agriculture (USDA).
The FDA and USDA have conducted a vulnerability assessment, identifying 4 factors
that are consistently associated with foods at a higher risk for terrorism: large batches,
uniform mixing, short shelf life, and ease of access.
