A fixed facility is an industrial building, yard, or storage tank.
Chemical incidents occur regularly. The vast majority of these have been accidental.
Few have been from industrial sabotage, and successful chemical releases by terrorists
remain very few.
This slide shows that the number of incidents is quite high, upwards of 60,000 during the
period studied (1987- 1996). Of concern, about ½ of these incidents involved
transportation incidents and did not occur at fixed facilities.
