tax our resources for decades at an enormous cost

As mentioned, an intentional large-scale exposure to these biopersistent (slowly
eliminated) compounds with potential or claimed long-term effects would be difficult to
detect (other than the clue provided by those exposed to large amounts manifesting
chloracne).
A terrorist attack of this nature would have enormous financial and psychological impact
for years; though few, if any, fatalities.
The unintentional releases we have covered thus far are from other countries.
