Chemical Agents of Opportunity for Terrorism Training Support Package Participant Guide Module One Summary This module provided a comprehensive introduction and overview of the Chemical Agents of Opportunity for Terrorism: The Medical and Psychological Consequences of TICs (Toxic Industrial Chemicals) and TIMs (Toxic Industrial Materials) course, sponsored by The American College of Medical Toxicology (ACMT). It presented a broad overview of the numerous potential toxic industrial chemicals and toxic metals readily available in our society, along with the most likely scenarios that might occur as the result of the intentional release of the agents by terrorists. The intentions of such a terrorist attack as critical analysis reveals, is to cause illness and injury and potentially large numbers of casualties but more over, to create social panic and chaos and substantial demands on our health care system’s ability to respond. Historical examples of major chemical events and the resultant pertinent legislation that was implemented in response to these occurrences governing the production, transportation, and storage of toxic chemicals were reviewed. A framework for first responders and first receivers for the early detection and recognition of toxic chemicals is provided in order to optimally prepare, identify and defend against chemical threats. Seeking to provide awareness-level training across several disciplines on a variety of toxic syndromes likely to be encountered following exposures to TICs and TIMs and other chemical agents of opportunity, this module introduced the concept of dose-response, the health implications resulting from the release of TICs and TIMS, it identified multiple sources available to obtain common industrial chemicals and the potential scenarios that might result from the use of these chemical agents by terrorists. First responders and first receivers are provided with a framework to enhance understanding and recognition of the common health effects of apparently disparate chemical toxins, and current and reliable information regarding current policy and public health management strategies.
