Ammonia and chlorine are transportation, as well as fixed facility threats, given the need
to move large volumes of these chemicals to their industrial sites. In contrast, the threat
of phosgene is mostly limited to a fixed facility. More then 99% of phosgene production
is used in the manufacture of other chemicals within a plant boundary,
