Many states have initiated Hazard Vulnerability Assessments of their chemical facilities. According to DHS, security risk is a function of the following: o the consequence of a successful attack on a facility (consequence), o the likelihood that an attack on a facility will be successful (vulnerability) o the intent and capability of an adversary in respect to attacking a facility (threat). There are also provisions within this act addressing audits, inspections, and penalties for non-compliance, as well as security of the data generated in complying with the act. There were 1,913 reported accidents, with a TOTAL of 2,038 injuries and 75 deaths during this five year period. This is an abbreviated list of the most commonly spilled chemicals. We will spend the remainder of this module focusing on the highlighted compounds, which constitute the vast majority of releases to date or – in the case of phosgene – have both historical and toxic significance.
