TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 98Development of the information system for early notification of accidents on riversSledat system consists of the hardware and software parts:An important task in this project 1 was to carry out the following activities in the domain:adaption of the hardware part of the system to Sledat requirements for the transfer of data about earlydetection of river water pollution,creation of the organizational scheme of information and notification in the event of a chemical accident, bymeans of Sledat system, both horizontally and vertically on national, regional and local level);development of software applications for presenting appropriate measured parameters,designing software for horizontal and vertical notification of interested institutions as well as alarm in caseof an accident, accompanied by adequate documents in electronic form;making an electronic archive for storage of data referring to the situation before the chemical accident, allthe activities during the chemical accident as well as diminishing consequences of the chemical accident;development of documents in electronic form referring to the notification of the chemical accident and theprocedures used by certain intervention and rescue units within the proactive response to the accident;upgrading software for monitoring and prediction of the possible spreading of the accident to neighbouringareas, based on the meteorological data;development of software application for locating accident sites and monitoring the distribution of humanand material resources used for diminishing and elimination of the consequences of the accident;examining possibilities of the application of software web service package SleDat for monitoring vesselscarrying dangerous substances.The fact that Sledat is a reliable system for remote data transfer has helped to carry out the above mentioned tasks.The basic idea was that the hardware part of the system should be universal, so that, with slight modifications, itcould be used not only on vessels for different purposes (e.g. ships carrying dangerous chemical cargo, tankerscarrying liquid fuel, rescue ships, ships transporting chemical waste to collection and recycling sites, police andmilitary river patrol boats, etc.), but also on vehicles in road and railway transport involved in the process ofprevention and diminishing of consequences of the accidents as well as the transport of dangerous chemicalsubstances.Hardware part of Sledat systemThe hardware part of Sledat system consists of measuring probes, central data collection and transfer unit, GPSsystem for locating the position of the object and meteorological data collection, GPRS system for data transfer tothe server, server for collecting, processing and distribution of data via the Internet network as well as theworkplaces in charge of monitoring, reporting and managing in case of a chemical accident.
Software part of Sledat systemTRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 99The software part is devised to have several levels of notification about the situation on the spot as well as severallevels of responsibility. The basic data collected by Sledat system, by means of measuring probes, can be availableto all interested levels. In the event of a chemical accident, local levels can collect additional information andforward it in the electronic form to both higher levels of management and manaced neighbouring local levels. Thatinformation (report) should be sent by means of Sledat system on accurately designed forms in electronic form,which would contain: name of the sender, place and time of the accident, code of the type of accident, themagnitude of the accident, material damage, number of casualties, prediction of further spreading of the accident,necessary assistance, etc. On the other hand, higher levels send documents in electronic form to give orders andmanage the lower levels. Those documents should be as automated and simplified as possible, in order to be filledin easily and quickly and sent immediately.Sledat system should provide quick inter-department communication in emergency situations as well asinternational communication in case of possible spreading of the chemical incident over the borders.All electronic documents are archived permanently on the server. After the elimination of the consequences of theaccident, the idea is to follow the chronology of the events , analyse them and, using the concrete experience,improve the methodology of reacting, reporting and procedure.IMPORTANCE OF RESEARCHDuring the research, a system of measuring equipment with accompanying hardware and software was established.During the six month experimental period it proved to be suitable for monitoring and remote control of river waterpollution in normal and accidental situations, with the adequate equipment installed on the floating machinery -raft.Changes in water pollution are registered by means of a redox probe used for detection of changes in oxidationreductionpotential of water on a certain location, which is the easiest way to check the functioning of the producedequipment and devised system of remote monitoring and control of river water pollution.The results of the experimental research have shown that it is possible to build a reliable system of remote controlof river water pollution, with very short response time and minimal number of operators in the control centre.The devised system and experimental results of the research create the conditions for the establishment of thesystem of simultaneous remote control of river water pollution on all locations where uncontrolled discharge ofwaste water and other hazardous fluids from vessels, floating machineries on the riverbank, or industrial sites on thebottomland are common. It should be carried out from one centre, under the supervision of responsible stateinstitutions. In addition, the characteristics of hardware and software make it possible to widen the scope of thesystem to simultaneous remote supervision of dangerous cargo transport in the waterways of the Republic of Serbiaand early detection of changes in river water pollution due to accidental spillage of hazardous substances into rivers.The number of measure points (mobile and stationary), which can be monitored within the system from one centre,is not limited.The establishment of the network of measure points and system of remote monitoring of river water pollutionenables responsible state agencies to:monitor the movement of vessels carrying dangerous cargo;receive prompt notification of accidental spillage of dangerous materials in rivers and locate the emergencysite accurately and
