TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 138In such state of affairs, the fundamental demand is to have critical and relevant information in the right place thatwill enable the management forces to take opportunities and find optimal solutions in different emergencysituations. All relevant technical and operative demands must be coordinated between the development carriers and systemusers. These relations are constantly developing and adjusting to the demands in newly established conditions, andthis calls for permanent perfection and improvement. Some of the transformation parameters from the existing tothe forthcoming are presented in Figure 2.Criteria for the realization of needed technical interoperability are defined depending on the set demands and plansfor designing information-communication systems with special reference to computer grids. The criteria shouldserve to make assessment of capability and ability to satisfy the designing of goals, having in mind the complexityand diversity of technical-technological movements the criteria fall in: functionality, scalability, multiservice andmultimedia, multiprotocol, capacity and speed, flexibility, redundancy, adaptability, manageability, quality, security, effectiveness, reliability, and availability that make available the time of usage within the framework of asystem. The main axis of this infrastructure is the integrated telecommunication-computer grid that does the transmissionand distribution of information and services from the source to the user.Current stateFuture stateStacionaryFlexible / mobileEducationLearningIntrusive (visible) technology Invisible (sophisticated)technologySmall tech supportThe technology that supportsIndividual competenceIntegrative competenceDefenders of the crisisDefense StrategyHardware FeatureUser in focusLocal OrganizationsGeneral presentInformation chaosCentralized knowledgeControlThe focus on trainingStandardizationOpen standardsIsolated solutions (solutions)InteroperabilityFigure 2: Relationship between the existing and forthcoming stateSemantic operability for emergency situation managementWithin the framework of the process of improving semantic operability and procedure coordination of any type ofemergency situation in the conditions of enlarged and accelerated data exchange, it is necessary to provide thedemanded level of semantic interoperability with the support of universal national data exchange model, dataexchange language in emergency situation, and general protocol in case of emergency.Procedures for obtaining semantically intelligible information that demand a permanent development and providingof standards as a function of interoperability of information, and the implementation of information service anduniversal and timely information about the emergency situation providing community improvement are especiallyanalyzed.
