TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 110Based on all the conclusions (taking into account other indicators), the decision maker in the organization decideson the treatment of specified potential danger:IT IS RECOMMENDED ALTERNATIVE TRANSPORT DIRECTION OR TRANSPORT BY RAILWAY ONCONTESTABLE SECTIONS.RISK ASSESSMENTThe aim of the risk assessment is to help in making decisions based on the results of risk analysis about which risksshould deal with and about the priorities of risks treatment. Risk assessment includes a comparison of level of riskthat is found during the process of analysis to criteria for risks that are identified in the course of reviewing theentire context 5) .Risk assessment includes:classification of risks in certain categories;determination of the acceptability of risk,determination of the priority for risk treatment.Acceptability of risk (Table 4) is determined in relation to the level of risk.Table 4. Reducing risk by modifying the procedure;For the treatment of risk by applying risk reduction strategies organizations need to revise the way-processimplementation of critical activities without violating the projected goals.Example: Transport of explosive materials by railway in one part of the section.

Reducing the probability of events;For the treatment of risk using the strategy of reducing the probability of realization of potential threats,organizations need to implement measures that will reduce the frequency of events or time exposure of protectedvalues to the potential dangers and introducing new or increase existing protection of critical elements of theorganization.Example: reducing the frequency of transport by railway.4. Reducing the consequences of potential hazards;For the treatment of risk using the strategy of reducing the possible consequences of potential hazards organizationsshould take measures to safe protected value of possible damages on the basis of knowledge of the characteristicsprotected values and elements of the organization, as well as reducing sensitivity to the potential dangers.Example: load transported in several parts.5. The division of risks;For the treatment of risk using the strategy of risk sharing the organization need to transfer all or part of the risk tothe organization of risk insurance, in accordance with business policies both of the organization itself and insuranceorganizations.For example: damage caused by the explosion to ensure the insurance company.5. Retention or acceptance of risk;For the treatment of risk by applying risk retention strategies the organization should keep all the organization'sactivities or events that do not present the current danger to the unacceptable level of risk. The acceptance of risk byan organization is only performed when there is cost-benefit justification.Example: management decides that the risk is acceptable and there is no any changes according to the existingplan.Applying the proposed strategy should be observed by the organization through an analysis of feasibility optionsand cost-benefit analysis.CONCLUSIONIntegrated risk assessment, prevention and preparation for responding to accidents in the transport of explosivematerials are the backbone of business continuity management of organizations that provide transportation ofexplosive substances. Only a comprehensive, fair and fully analyzed and assessed potential hazards and risks thathave the potential to grow in adverse event and cause negative effects on protected values are the assumption ofsuccessful protection of the organization values and the environment.Non-taking into account, skip or neglect of any group of potential danger or risk exclude them from further analysis,thus creating the conditions for the existence of hidden or uncontrolled hazards. The dangers that are not identifiedat the start of the risk assessment may be the cause of the appearance of other dangers or even increase their effect.
