TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 150introducing control of the declared quality-wise characteristics of the entire quantity of the pyrotechnicgoods to be imported. Namely, prior to importing pyrotechnic goods, it is examined on a number ofsamples, and if the goods are faultless, a trade permit is issued. When goods are imported in final importquantity, the consignor may consign faulty goods instead of good ones. Faultlessness of the sample that wasexamined when issuing trade permit should be verified with each import of the goods concerned;harmonising the procedure for obtaining transport documentation by transit countries. At the moment, itmay happen that the transport is discontinued before entering the country whose authorities did not issuetransport permit. In such situation everyone loses (applicants for transport authorisation, dealers,manufacturers of dangerous goods, buyers of dangerous goods, as well as the inhabitants of the area wherethe goods are stopped (due to the incident likelihood));establishing a network of centres equipped and qualified to reduce the effects of pollution caused byincidents which may occur while transporting dangerous goods. The centres should be distributed based onthe assessment of the possibility to equip them and their timely action to reduce the effects of pollution. Thecentres should have the following equipment: first aid kits, human decontamination agents and equipment,fire-fighting equipment, fog generating equipment, tank-covering foils, neutralising agents, air curtaindevice, etc.BIBLIOGRAFY1. Blagojevic 1 , Zeljko Nikac 11 Academy of Criminalistic and Police Studies, BelgradeAbstract: There are a large number of different forms of threats to the modern world, ranging from natural disastersand accidents, to the war destruction, terrorism, technological accidents and other security challenges and risks.Peacetime emergencies caused by natural or anthropogenic factors, require the involvement of (social) communityand the rapid response of all forces in preventing these phenomena, rescuing of endangered persons and propertyand removing the consequences. In order to overcome the disproportion between the acute need for protection andrescue and the available capacities, besides the organised protection subject (regular services), the state broadens thenet of protection and rescue subjects.Place, role and tasks of the Ministry of Interior of the Republic of Serbia in emergency situations is of security andstrategic importance, from the aspect of protection of life, personal and property safety, as well as protection ofother social values. The paper points out the crucial role of the Serbian police in emergency situations, and providesa review of legislation in this area and points to the involvement of the Sector for Emergency Management as aspecialized line of work. The authors emphasize the need for strengthening the integrated system of riskmanagement in emergency situations, for the purpose of protection of life and environmental security.Key words: emergency, risk prevention, regulations, the Ministry of the Interior of the Republic of Serbia, EU.OPENING REMARKSAfter the end of World War II and the appearance of nuclear weapons there was a further development of scienceand technology, and the scientific achievements are used for both peacetime and armed (war) purposes. Members ofthe winning coalition, primarily the U.S. and the USSR (Russia), developed their nuclear and other resources to aclimax, as well as several state allies in the newly established military blocs, which only deepened the gap andincreased the mutual distrust. In the years of the Cold War that followed there was a further polarization in theworld and the number of atomic and other accidents increased, so the emergency situations as a rule occurred inalmost all parts of the globe. Numerous wars and armed conflicts were the cause of many disasters and emergencysituations, while in peacetime conditions there causes were different, such as natural disasters, accidents and others. marija.blagojevic@kpa.edu.rs
